I just guess that the English version might get the wrong way. Doesn't it?

Hi Daniel,

资格 is qualification for me, 进出口 import-export, which is necessarily foreign.
So I would translate it as "Qualification Certificate for Import-Export Companies in the PRC"

But I must tell you that it comes from Foreign Trade Department of PRC.

God!! Our government doesn't realize it at all??
